Chile rejects the new constitutionisit
Why
is it in news?
Recently, a referendum
in Chile rejected a proposal to replace the old charter with a new progressive
constitution.
Highlights
• According to the
result of this referendum, 61.9 percent votes were received against the proposal
for the new constitution, while 38.1 percent people got support. The draft
resolution was drawn up to replace the 1980 charter, written under the
dictatorship of General Augusto Pinochet.
• The rejection of the
referendum motion shocked President Gabriel Borich, who argued that the
introduction of a new constitution would usher in a new progressive era.
What
was the proposal of the new constitution?
Accordingly, the
President will be the head of the government. However, he will share with the
legislators the power to introduce laws related to public spending. At present,
this power rests exclusively with the President.
The Congress would
become an asymmetric body, which is currently a bicameral body with equal
strength.
Direct democracy
mechanisms such as popular law initiatives and citizen consultations will be
followed regularly.
It will provide
comprehensive social rights including access to housing, health, social
security, food and work.
It devotes an entire
chapter to the environment.
Under the proposed
constitution, it will be the duty of the state to fight against climate change,
it will protect biodiversity, natural places and native species.
In addition, the new
constitution also provides for the state to take steps to eliminate and punish
gender violence. It has been made mandatory for state bodies and public
companies to maintain gender parity. There is also a provision for the state to
respect, protect, promote and guarantee self-determination, participation of
indigenous groups, and collective and individual rights.
Rajasthan Government will start Indira Gandhi urban employment guarantee scheme
Why
is it in news?
The Government of
Rajasthan is going to launch Indira Gandhi Urban Employment Guarantee Scheme to
provide employment to the residents of the city on the lines of Mahatma Gandhi
National Rural Employment Guarantee Scheme run by the Central Government.
Highlights
• This urban employment
guarantee scheme will be started in Rajasthan from September 9. A budget
provision of Rs 800 crore has been made for this scheme in the financial year
2022-23.
• This scheme will
provide 100 days of employment to the families living in urban areas on the
lines of Mahatma Gandhi National Rural Employment Guarantee Act.
• More than 2.2 lakh
families have been registered under this scheme, which is expected to provide
employment to poor and needy people including those affected by the pandemic.
• Under this scheme all
the family members of a job card holder, whose age is between 18 to 60 years,
will be eligible to get work under the scheme.
• The State Government
has constituted committees at various levels for the effective implementation
of this scheme.
• The scheme will
provide employment in the areas of environment and water conservation,
sanitation, prevention of defacement of property, service related works,
convergence work and heritage conservation.
• Eligible people will
be engaged in the work of plantation, cleaning of ponds, garbage collection and
catching stray animals.
• The cost of material
covered under this scheme and labor work of normal nature will be paid in the
ratio of 25:75.
• It will vary for
particular jobs with technical expertise.
• The Local Bodies
Department of the State Government will be responsible for the implementation
of the scheme.
Karnataka government launches 'VentuRISE' startup challenge
Why
is it in news?
The Government of
Karnataka has recently launched “VentuRISE” – Global Startup Challenge, to
recognize, reward and support growth stage startups in manufacturing and
sustainability related sectors. This Startup Challenge is a part of the
Bangalore Palace flagship event to be held from 2nd to 4th November 2022.
Highlights
• This global challenge
will provide an opportunity to budding entrepreneurs across the globe to
showcase their products/solutions and build a strong network to support their
enterprises.
• The challenge will
focus on startups in manufacturing and sustainability-related sectors through a
screening and selection process conducted by experts in the field for the next
two months.
• A cash prize of USD
1,00,000 has been earmarked for its winners. The winners get access to clients,
exclusive pitch sessions at Invest Karnataka and an investor meeting and
curated mentoring session on the same. Venture capital and angel investors are
expected to participate in the event.
• This Startup
Challenge will be a 3 round challenge which will be conducted over a period of
2 months. The process will include online application submission, online
pitching to the jury, and final presentation at the Global Investors Meet and
media visibility across all platforms.
