What was the proposal of the new constitution?

Accordingly, the President will be the head of the government. However, he will share with the legislators the power to introduce laws related to public spending. At present, this power rests exclusively with the President.

The Congress would become an asymmetric body, which is currently a bicameral body with equal strength.

Direct democracy mechanisms such as popular law initiatives and citizen consultations will be followed regularly.

It will provide comprehensive social rights including access to housing, health, social security, food and work.

It devotes an entire chapter to the environment.

Under the proposed constitution, it will be the duty of the state to fight against climate change, it will protect biodiversity, natural places and native species.

In addition, the new constitution also provides for the state to take steps to eliminate and punish gender violence. It has been made mandatory for state bodies and public companies to maintain gender parity. There is also a provision for the state to respect, protect, promote and guarantee self-determination, participation of indigenous groups, and collective and individual rights.
