Rashtriya Puruskar Portal launched, nominations open for various Awards

Several civilian awards have been instituted by various Ministries/Departments/Agencies of the Government of India to recognize people who have excelled and made exceptional contribution in their fields.

Why is it in news?

For inviting nominations for various awards, a common Rashtriya Puruskar Portal (https://awards.gov.in ) has been developed by the Government so as to bring together all the Awards of the various Ministries/Departments/Agencies of the Government of India under one digital platform to ensure transparency and public partnership (Jan Bhagidari). This Portal aims to facilitate citizens to nominate individuals/organizations for various Awards instituted by the Government of India.

Highlights

Currently, nominations/recommendations for the following Awards are open:

1.    Padma Awards- Nomination open till 15/09/2022

2.    Sardar Patel National Unity Award- Nomination open till 31/07/2022

3.    Tenzing Norgay National Adventure Award- Nomination open till 16/06/2022

4.    Jeevan Raksha Padak series of Awards- Nomination open till 30/09/2022

5.    Pandit Deendayal Upadhyaya Telecom Skill Excellence Award- Nomination open till 16/06/2022.

Raksha Mantri Shri Rajnath Singh handed over 12 High Speed Guard Boats to Vietnam during his visit to Hong Ha Shipyard in Hai Phong on June 09, 2022.

Why is it in news?

The boats have been constructed under the Government of India’s $US 100 million Defence Line of Credit to Vietnam. The initial five boats were built in the Larsen & Toubro (L&T) Shipyard in India and the other seven in Hong Ha Shipyard. Senior civil and military officials of India and Vietnam were present during the handing over ceremony.

Highlights

·       In his address, the Raksha Mantri described the project as a glowing example of ‘Make in India, Make for the World’ as envisioned by Prime Minister Shri Narendra Modi. He said, the successful completion of the project, despite the challenges due to Covid-19 pandemic, is testimonial to the commitment and professional excellence of the Indian defence manufacturing sector as also of Hong Ha Shipyard.

·       He exuded confidence that the project will be a precursor to many more cooperative defence projects between India and Vietnam in future.

·       Shri Rajnath Singh invited Vietnam to become a part of India’s defence industrial transformation through enhanced cooperation. He asserted that the Indian defence industry has substantially increased its capabilities under the ‘Aatmanirbhar Bharat’ vision of the Prime Minister.

·       He stressed that the objective is to build a domestic industry in order to make India a defence manufacturing hub which not only caters to the domestic needs, but also fulfills international requirements.

·       The Raksha Mantri is on a three-day official visit to Vietnam. On the first day of engagements in Hanoi on June 08, 2022, Shri Rajnath Singh held bilateral talks with Vietnam’s Minister of National Defence General Phan Van Giang.

·       Both sides signed a ‘Joint Vision Statement on India-Vietnam Defence Partnership towards 2030’ to enhance defence cooperation. An MoU to simplify procedures for mutually beneficial logistic support was also inked between the two countries. The Raksha Mantri also called on President of Vietnam Mr Nguyen Xuan Phuc and Prime Minister Mr Pham Minh Chinh.

Digital India is a flagship programme of the Government of India with the vision to transform the country into a digitally empowered society and knowledge economy.

Why is it in news?

The programme covers multiple Government Ministries and Departments with the aim of building a culture of ‘good governance’ that functions on evidence-based decision making.

Highlights

·       It is in line with Prime Minister's vision to use technology as a means to empower and as a tool that bridges the distance between hope and opportunity.

·       In view of the same, Shri Parshottam Rupala, Union Minister of Fisheries, Animal Husbandry & Dairying launched the PMMSY MIS dashboard on 7th June 2022. The occasion was graced by Dr Sanjeev Kumar Balyan, Minister of State, Fisheries, Animal Husbandry & Dairying, Dr L Murugan, Minister of State, Fisheries, Animal Husbandry & Dairying and Information and Broadcasting, Shri J.N. Swain, Secretary, Department of Fisheries, Shri Atul Chaturvedi, Secretary, Ministry of Fisheries, Animal Husbandry and Dairying, Dr J Balaji, Joint Secretary (Marine Fisheries), Shri Sagar Mehra, Joint Secretary (Inland Fisheries) and other senior officials.

·       PMMSY scheme was launched in May 2020 with the highest ever investment of Rs. 20,050 crores for focussed and holistic development of the fisheries sector while ensuring socio-economic wellbeing of fishermen, fish farmers and other stakeholders.

·       Till date a total project investment of Rs 7242.90 Crores (FY 2020-22) has been done under PMMSY. Keeping in view the vast scope of the PMMSY scheme with multitude locations and components and move towards digitalisation, it is imperative to put a Management Information System (MIS) in place for aggregating information on one platform. The PMMSY MIS dashboard aims at (i) effective monitoring of the PMMSY scheme activities and their progress in all participating States/UTs (ii) strategically utilising the information for informed decision making. PMMSY MIS application aggregates the data from all participating states/UTs, analyses the data and projects the data in form of a dashboard for sectoral insights. Key performance parameters are used for projecting overall performance at national and State/UT levels, thus highlighting specific achievements and gaps.

·       With the realisiation of this strategic technological initiative, Union Minister of Fisheries, Animal Husbandry & Dairying congratulated and appreciated the efforts of the department officials and the technical team from the PMMSY – PMC (Project Management Consultant).

·       As the data is fed into the MIS system at district level by each participating States/UT, the platform is a true indicator of the PMMSY scheme progress. The information is further used for coordination, gap analysis and requirement to take corrective actions.

·       With many other technological development activities in pipeline for MIS dashboard improvement, the Department of Fisheries and PMC team has been simultaneously making efforts for on boarding of all the states/UTs through hands-on training on the platform and creating awareness.
