The
2nd Indian Rice
Congress 2023 was inaugurated in Cuttack by
President Droupadi Murmu in the presence of Odisha Governor Prof. Ganeshi Lal.
Key Points
·
President
Murmu informed that India is the leading consumer and exporter of rice, for
which a lot of credit goes to the institute, but when the country became
independent, the situation was different.
·
In
the inauguration ceremony the President informed that as irrigation facilities
expanded in the last century, rice was grown in new places and found new
consumers.
·
Paddy
crop requires large amounts of water, but many parts of the world are facing
severe water scarcity due to climate change.
·
The
President also noted that rice is the basis of our food security
and its nutritional aspects should also be considered.
·
A
large section of low-income groups depends on rice, which is often their only
source of daily nutrition, so providing protein, vitamins, and essential
micronutrients through rice can help combat malnutrition.
·
On
the development of the country’s first high-protein rice by NRRI, the development
of such bio-fortified varieties is ideal and expressed confidence that the
scientific community of the country will be able to meet the challenge.
·
The
agricultural sector has made a lot of progress as the hard work of our farmers
is supplemented by scientific research.
·
To
solve the problem of malnutrition, biofortified rice varieties should be
produced to increase nutritional value; taking steps in this direction, the
institute has developed varieties namely CR 310, 311, and 315. This institute has developed 160 varieties of rice.

Driving Holistic Action for Urban Rivers, the annual meeting of the members of
the River Cities
Alliance (RCA) is organized by the National Mission for Clean Ganga (NMGC),
partnered with the National Institute of Urban Affairs (NIUA) from
13th to 14th February 2023 in Pune.
·
The
Union Minister for Jal Shakti, Gajendra Singh Shekhawat will address the inaugural
event while the Minister of State for Housing and Urban Affairs, Kaushal
Kishore will deliver the valedictory address on day two.
·
The
DHARA event has strong synergies with the Urban20 initiative under
the ambit of India’s G20 Presidency.
·
DHARA
2023 will witness multiple sessions over the two-day event
that include sessions on ‘National Case Studies on Innovative River-related
Practices’ to introduce the participants to several unique and innovative
solutions for different aspects of urban river management.
·
These
solutions involve lake and pond rejuvenation, de-centralized used-water
management, enhancing the river-related economy, groundwater management, flood
management, and ‘International Case Studies’.
·
These
will focus on Innovative River-related practices in countries like Denmark, reuse of
used water in Israel, floodplain management in the Netherlands, river health
monitoring in the USA, pollution control in Japan, and water-sensitive city
design in Australia.
·
DHARA
2023 is being organized for the Municipal Commissioners of the member cities to
initiate in-depth discussions and come up with possible learning solutions for
urban river management.

How are Governors appointed?
·
Article 153 of the Constitution
says “There shall be a Governor for each State.”
·
According
to Article 155 “the
Governor of a State shall be appointed by the President by warrant under his
hand and seal”.
·
Under Article
156, “the Governor shall hold office during the pleasure of the President”, but
his term shall be five years.
·
Articles
157 and 158 lay
down the qualifications and terms of office of the Governor.
Age and eligibility
·
The
Governor must be a citizen of India and must have completed 35 years of age.
·
The
Governor should not be a member of Parliament or State Legislature, and should
not hold any other office of profit.
·
The
position of Governor is envisaged as a political head who
has to act on the advice of the Council of Ministers of the State.

Who can remove the Governor of a State from its
office?
·
He/she
is appointed by the President and holds his office during the pleasure of the latter.
