The Union Minister for Tourism, Culture and Development of the North Eastern Region (DoNER) Shri G Kishan Reddy, inaugurated the Kanheri Caves on the occasion of Buddha Purnima. The Minister was in Mumbai on a 2-day visit between 15th May - 16th May 2022 and inaugurated several public amenities at the Kanheri caves.

Why is it in news?

The Kanheri caves comprise more than 110 different rock-cut monolithic excavations and is one of the largest single excavations in the country. These excavations were primarily undertaken during the Hinayana phase of Buddhism but also have several examples of the Mahayana stylistic architecture as well as few printings of the Vajrayana order.

Highlights

·       The name Kanheri is derived from ‘Kanhagiri’ in Prakrit and occurs in the Nasik inscription of the Satavahana ruler Vasisthiputra Pulumavi.

·       While addressing the media, the Union Minister Shri G Kishan Reddy said, “Kanheri caves are part of our ancient heritage as they provide evidence of evolution and our past. It is a privilege to inaugurate the works that have been carried out on the occasion of Buddha Purnima. Buddha’s message is relevant even today in addressing challenges such as conflict and climate change.”

·       He added, “If we look at the architectural and engineering marvel of heritage sites like Kanheri caves or the Ajanta Ellora caves it signifies the knowledge about art, engineering, management construction, patience and perseverance that people had back then. Many such monuments back then took more than 100 years to be built. Such caves and monuments are difficult to build even now, in 21st century, with so much of technological and engineering expertise”.

·       Kanheri was mentioned in the travelogues of foreign travellers. The earliest reference of Kanheri is ascribed to Fa-Hein who visited India during 399-411 CE and later by several other travellers. The scale and extent of excavations, with its numerous water cisterns, epigraphs, one of the oldest dams, a stupa burial gallery and excellent rainwater harvesting system, indicate its popularity as a monastic and pilgrim centre. 

·       Kanheri consists of excavations primarily undertaken during the Hinayana phase but also has several examples of the Mahayana stylistic architecture as well as few printings of the Vajrayana order.

·       Its importance is heightened by the fact that it is the only centre where a continuous progression of Buddhist faith and architecture is observed as an unbroken legacy right from 2nd century CE (cave no. 2 stupa) to 9th century CE are observed here.

·       Kanheri flourished under the patronage of Satavahana, Traikutakas, Vakatakas and Silaharas and through donations made by the wealthy merchants of the region.

·       The Indian Oil Foundation is providing Tourist Infrastructure Facilities at Kanheri caves after signing a Memorandum of Understanding with the Archaeological Survey of India through the National Culture Fund (NCF).  Under the project work of renovation and up-gradation to the existing structures was allowed as the work comes in the protected limit of the monument. The existing buildings such as the visitor pavilion, custodian quarter, booking office were up-graded and refurbished. The area from booking counter to custodian quarter was up-graded by providing landscaping and plants.

·       As the caves fall in the core area of the forest, electricity and water supply are not available. However, arrangements for electricity were made available by providing a solar system and generator set as an alternative. The water is available through the bore well that was constructed.

·       The Union Minister Said, “Public-private partnership, corporates, NGOs and civil Society plays an important role in protecting, preserving and propagating our heritage so that future generations can access these treasures. We all must work together and in partnership with experts and scholars where heritage can be a catalyst for development. It is a moral duty of every citizen of this country to take interest and responsibility for the preservation and conservation of our rich heritage.”

·       Kanheri is set amidst one of the most beautiful landscapes within a designated National Park and its setting is an integral part of its planning, with beautiful forecourts and rock-cut benches to enjoy the scenic vistas.

PM to launch 5G Test Bed which will support Indian Industry and startups to validate their products, prototypes, solutions and algorithms in 5G and next generation technologies

Prime Minister Shri Narendra Modi will address a programme marking silver jubilee celebrations of Telecom Regulatory Authority of India (TRAI) on 17 May, 2022 at 11 AM via video conferencing. Prime Minister will also release a postal stamp to commemorate the occasion.

Why is it in news?

During the programme, Prime Minister will also launch a 5G Test Bed, developed as a multi institute collaborative project by a total of eight institutes led by IIT Madras. The other institutes that participated in the project include IIT Delhi, IIT Hyderabad, IIT Bombay, IIT Kanpur, IISc Bangalore, Society for Applied Microwave Electronics Engineering & Research (SAMEER) and Centre of Excellence in Wireless Technology (CEWiT).

Highlights

·        The project has been developed at a cost of more than Rs. 220 crore.  The Test Bed will enable a supportive ecosystem for Indian industry and startups which will help them validate their products, prototypes, solutions and algorithms in 5G and next generation technologies.

·        TRAI was established in 1997 through the Telecom Regulatory Authority of India Act, 1997.

KVIC’s Big Thrust to Wood Craft & Agarbatti Industry in Assam & Arunachal Pradesh to Boost Local Employment

As many as 150 trained Khadi artisans including 100 women artisans in Assam and Arunachal Pradesh are associated with various self-employment activities of Khadi and Village Industries Commission (KVIC).

KVIC Chairman Shri Vinai Kumar Saxena distributed turn wood craft machines to 50 artisans in Tawang in Arunachal Pradesh and 50 agarbatti making machines and 50 pickle making machines to the artisans at Guwahati in Assam. 

Why is it in news?

This is for the first time that KVIC has begun the turn wood training program for local youths in Arunachal Pradesh which aims at creating sustainable employment for local tribal youths in Tawang and reviving the traditional wood craft in the state. These wood craft artisans, all belonging to BPL families, were provided a comprehensive 20-days training by KVIC and upon completion of their training, the machinery was provided to these artisans.

Highlights

·       On Saturday, Shri Saxena also distributed 50 agarbatti making machines to 50 women artisans under the flagship Prime Minister’s Employment Generation Program (PMEGP) to set up their own Agarbatti manufacturing units.

·       This also aims at strengthening the local Agarbatti industry, which is a major employment creator in Assam. KVIC has also roped in a business partner, which is a successful local Agarbatti manufacturer of Assam that will provide raw material and take back all the Agarbatti produced by these 50 women entrepreneurs by paying labor charges.

·       KVIC Chairman Shri Saxena said the Khadi activities in North East are aligned with  Prime Minister’s vision of “Aatmanirbhar Bharat” by making youths self-reliant. “KVIC has laid great emphasis on creating sustainable employment and strengthening traditional crafts in the North East. KVIC’s support to turn wood craft, Agarbatti making and agro and food-based industries like pickle making will empower the local youths and women and create employment at their doorsteps,” he said.

 

·       Notably, in recent times, KVIC has opened two Eri Silk Training and Production Centres in Arunachal Pradesh and revived the Monpa Handmade paper industry in Tawang. Also, more than 430 units of bamboo products including Agabatti and round bamboo stick manufacturing have been set up in Assam and Arunachal Pradesh by KVIC in the last couple of years.

Visit of Prime Minister to Lumbini, Nepal (May 16, 2022)

Prime Minister Shri Narendra Modi paid an official visit to Lumbini, Nepal on May 16, 2022, coinciding with the auspicious occasion of Buddha Purnima, at the invitation of the Prime Minister of Nepal Hon’ble Sher Bahadur Deuba. As Prime Minister, this was Shri Narendra Modi’s fifth visit to Nepal and first to Lumbini.

Why is it in news?

Prime Minister was warmly welcomed on arrival by Prime Minister Deuba, his spouse Dr. Arzu Rana Deuba, Minister for Home Affairs Mr. Bal Krishna Khand, Minister for Foreign Affairs Dr. Narayan Khadka, Minister for Physical Infrastructure and Transportation Ms. Renu Kumari Yadav, Minister for Energy, Water Resources & Irrigation Ms. Pampha Bhusal, Minister for Culture, Civil Aviation and Tourism Mr. Prem Bahadur Ale, Minister for Education Mr. Devendra Paudel, Minister for Law, Justice & Parliamentary Affairs Mr. Govinda Prasad Sharma, and Chief Minister of Lumbini Province Mr. Kul Prasad KC.

Highlights

 

·       Upon arrival, both Prime Ministers visited the Mayadevi temple, within which lies the birth place of Lord Buddha. At the temple, the Prime Ministers attended prayers conducted as per Buddhist rituals and made offerings. The Prime Ministers lit lamps and visited the historical Ashoka Pillar, that carries the first epigraphic evidence of Lumbini being the birthplace of Lord Buddha. They also watered the holy Bodhi tree that was brought as a gift by Prime Minister Modi during his visit to Nepal in 2014.

Prime Minister Modi together with Prime Minister Deuba participated in the "Shilanyas” ceremony for the construction of the India International Centre for Buddhist Culture and Heritage at a plot in Lumbini belonging to the International Buddhist Confederation (IBC) based in New Delhi. The plot was allocated to the IBC by the Lumbini Development Trust in November 2021.

 

·       After the "Shilanyas” ceremony, the Prime Ministers also unveiled a model of the Buddhist centre, which is envisaged as a Net-Zero compliant world-class facility that would house prayer halls, meditation centre, library, exhibition hall, cafeteria and other amenities and would be open to Buddhist pilgrims and tourists from around the world.

Both Prime Ministers held a bilateral meeting, during which they followed up on their discussions held on April 2 in New Delhi. They discussed specific initiatives and ideas to further strengthen cooperation in various sectors, including culture, economy, trade, connectivity, energy and development partnership. The two sides agreed in principle to establish sister city relations between Lumbini and Kushinagar, that are among the holiest sites of Buddhism and reflects the shared Buddhist heritage between the two countries.

The two Prime Ministers expressed satisfaction at the progress made in bilateral power sector cooperation in recent months, that covers development of generation projects, power transmission infrastructure and power trade. Prime Minister Deuba invited Indian companies to undertake the development of West Seti hydropower project in Nepal. PM Modi assured India’s support in the development of Nepal’s hydropower sector and in encouraging interested Indian developers to expeditiously explore new projects in this regard. Both Prime Ministers agreed to further expand educational and cultural exchanges to bring the people of the two countries closer. A Luncheon was hosted in honour of Prime Minister Modi by Prime Minister Deuba.

Both Prime Ministers participated in a special event to mark the 2566th Buddha Jayanti celebrations that was organized by Lumbini Development Trust under the aegis of the Government of Nepal. At the event, PM Modi addressed a large gathering of monks, officials, dignitaries and those associated with the Buddhist world.

The visit of Prime Minister to Lumbini, Nepal follows the successful visit of Prime Minister Deuba to Delhi and Varanasi from 1-3 April 2022. Today's visit has provided further momentum to the multifaceted partnership between the two countries and advanced cooperation in key areas, particularly in education, culture, energy and people to people exchanges. Prime Minister Modi’s visit to Lumbini also emphasizes the deep and rich civilizational connect between India and Nepal and the contribution of people on both sides to foster and promote it.

In line with the Prime Minister Shri Narendra Modi's ambitious programme 'Mission Karmayogi,' which is a first-of-its-kind experiment in the direction of capacity building and modernising the mindset, methodology, and skill set of government employees, the Ministry of Skill Development and Entrepreneurship (MSDE) recently partnered with the Indian School of Business (ISB) to conduct capacity-building programmes for MSDE officials.

Why is it in news?

A total of 120 officers (30 per batch) across divisions under MSDE would be undergoing a comprehensive five day long residential training across ISB Hyderabad and Mohali campuses. The first batch of 30 officers have completed their training from ISB Mohali campus with a convocation ceremony held for the officers.

Highlights

·       The MSDE Management Development Programme is aimed at upskilling the MSDE officers facilitating capacity building training of a mixed batch of officials including officers from MSDE, Industrial Training Institutes (ITI) Principals, Sector Skill Councils, CEOs, State Skill Mission Directors, and Jan Sikshan Sansthans (JSS) & National Skill Development Corporation (NSDC).  The MoU between MSDE and ISB was signed in the presence of Shri. Rajesh Aggarwal, Secretary, Ministry of Skill Development and Entrepreneurship.

·       The primary goal of the programme is to strengthen leadership skills while developing a strategic mindset that will aid in gaining insights into data analytics and digital transformation. Through strategic leadership and management development programmes, the MSDE and ISB are encouraging officials to instill a culture of innovation within their respective organisations. The batches are strategically designed to encourage cross-learning while embracing new challenges and comprehending complexities to ensure sustained success.

·       The training at ISB was also graced by Sh. Parveen Pardesi, Member Admin, CBC who delivered a holistic lecture on the Role of Governance in building a Skill Ecosystem.

·       Expressing his view on the development programme, Shri Rajesh Aggarwal, Secretary, Ministry of Skill Development and Entrepreneurship said that with India sprinting towards becoming a superpower, it is essential for government employees to upskill themselves to become productive contributors to the economic growth of India. We intend to promote cross-learning through these development programs, which will eventually lead to a practical understanding of the core components of business strategy and we look forward to creating a new generation of upskilled workforce that drives the innovative future of India, he added.

·       As per the advisory issued by Capacity Building Commission under Department of Personnel and Training (DOPT), a standing Capacity Building Unit for MSDE was created via office memorandum dated 17 January 2022, which shall be responsible for coordination with Capacity Building Commission and implementation of various capacity building interventions for all employees under MSDE on a continuing based approach upon Training Need Analysis (TNA).

·       Key initiatives undertaken by Capacity Building exercise at MSDE, induction programs for India Skill Development Service (ISDS) officers; self- defense training of all the MSDE women employees; 5 days Art of Living training program in stress management for 765 officials MSDE officials; and capacity building in management and leadership of 120 officials including officers from MSDE ecosystem.
