  • Why in News?
    • Towards the close of the Parliament session, the Centre introduced three bills, including a constitutional amendment, claiming to enhance probity for the Prime Minister, Chief Ministers, and Ministers.
  • Key Provisions:-
    • Under these proposals, any such official detained for an offence punishable with five years or more would lose office, regaining it only upon acquittal.
    • While seemingly impartial, the Opposition and legal experts fear this grants the Centre sweeping powers, especially given investigative agencies operate under its control.
    • Arrest patterns show a bias against Opposition leaders, raising doubts about fairness. Harsh bail laws and judicial reluctance already threaten liberty.
    • Corruption must be curbed, but not at the expense of justice and federal principles.
    • Current laws already disqualify convicted officials; the new regime risks removing elected leaders based on mere detention, undermining the people’s mandate and empowering Governors over State legislatures — effectively presuming guilt until proven innocent.

  • Why in News?
    • The Bill, introduced in the House with the President’s recommendation under Articles 117(1) and 117(3) of the Constitution, seeks to create a comprehensive legal framework for regulating, promoting, and encouraging the online gaming sector. Its aim is to foster innovation, economic growth, and a safe, responsible digital environment.
  • Key Provisions:-
    • It classifies online games into three categories: e-Sports (competitive, skill-based events), Online Social Games (non-monetary, purely recreational or skill-development), and Online Money Games (played for monetary gain, based on skill, chance, or both). The Bill imposes an absolute ban on Online Money Games, including their advertisement and related financial transactions. It mandates promotion of e-Sports and Online Social Games, and proposes establishing or designating an Online Gaming Authority for policy support, development, and regulation. Article 117(1) covers Money Bills requiring presidential recommendation, while 117(3) bars passage of bills involving Consolidated Fund expenditure without such recommendation.

  • Why in News?
